Before you buy this, take a good look at your options.
The device is a great concept but not a very good execution. It's small, folds well, but a 37-inch TV isn't visible. We mounted a fairly light 25" flat screen on this mount and the elbow isn't strong enough to hold the TV straight. It folds up so the TV tilts down. I'm not sure but I doubt it would be good with a 19 inch to be honest.
