You need a tank that is deep enough.
In my case my tank was too shallow and the pump too weak to install and service a siphon. If I used my mouth to fill the tube with water it would work, but with my shallow reservoir there is too much of the long tube protruding above the surface compared to the volume the pump is moving. It's also a lot more than I expected.
