Review on USB Portable Air Cooler: Mini Electric Neck Cooling Fan (Black) - Stay Cool Anywhere! by Paul Massey

Even bought this in Sacramento this August for outdoor racing as it should be good in the mid 90's. The neck cooling block was good for the first few minutes, but it soon became uncomfortable to wear when it started blowing hot air on the neck and face. I definitely wouldn't recommend buying it for outdoors, but if you use it indoors when you don't have air conditioning in the summer, it works pretty well.
