Difficult to install as the cups are slightly thicker than the factory faucet cups. They stuck because the bottom of the steerer tube was scratching the bottom cup of the cup. I swapped top and bottom and it suddenly worked. I don't know if the cups need to be the same, but I didn't change the order of the headset parts when I first installed them. It is possible that the bottom cup had a quality defect and was defective causing it to tick. I noticed all the scratches were on the same side of the cup and the steering column. I will probably replace and return this part as soon as I can.
