In BIOS under Embedded Devices Configuration disable 8X mode and set it to "Raid Mode" and the second one will appear. This is a PCIE X570 lane limitation that prevents more than two NVMEs from being accepted. With AMD Threadripper or better, I'm pretty sure that's not the case.
