Fits perfectly with my empty!
They work great and fit snugly on the handles of my blank fiberglass lid that is on my 2003 F-150 Heritage Edition. I bought a used topper and it didn't come with keys so I bought these pens. Each individual pen has a set of 2 keys, giving you 4 keys in total. The locks have the same keys, so if you lose 3 keys you're out of luck, but at least you'll have a spare key that fits both handles.
