The top is definitely not for a child. My daughter's tank top was tied tightly but it fell off in the pool. This is a developing 9.5 year old girl who was completely confused. The top for an adult woman is filled. Which child wears one top that ties in the neck and the other in the back. And the top link around the next one is too thick and too short to make a reliable connection. One would think that at least the back would be protected by a long tie, but that is not the case with this piece. I ended up going to Walmart and buying her a new matching swimsuit to see in person. She still uses the bottom fin, which she likes, but you know it's just for beauty because you can't swim with it on without drowning and risking drowning.
