This works, but on computers and accessories

Adapter works as advertised. It charges my Surface Pro when I use a USB-C charger. However, it always seems to be on, so when I plug it into a surface it arcs on the pins. I've tried other adapters and haven't had this problem, so I think it's this adapter. It just doesn't seem safe.
