I couldn't figure out how it works

I tried turning this thing on by putting in the right battery but the instructions didn't say anything about how to use it. I tried connecting it to my wrist strap and anti-static mat but one of the lights came on. I'm giving two stars because maybe I just didn't set it up properly or maybe I just got a bad device.
