Did exactly what it says. Used it to connect a turntable with RCA outputs to a high end soundbar system that only had optical and HDMI inputs. Installation took 2 minutes, audio is excellent, signal strength is excellent. It actually sounded better than through my mid-range amplifier. The included cable did NOT fit the soundbar and did not match the adapter. I don't know the difference between TOSLINK and a standard digital optical cable, but I had to use a different standard digital optical cable for this. The one that came with it popped into the adapter and popped out (same thing on the soundbar). For the most part it looked the same as the Dig Optical cable, but was practically useless.
