Once installed, this rack is good enough. The shelves are not big, but there is enough space. Maybe a dozen cookies per level? I believe there are 3 height settings. The tallest gives you enough room for your hand and utensils to maneuver between levels. Although it's hard to accept. You have to awkwardly hold onto the bar to get it all the way to the top and then somehow have hands to put your hands in the right place. Then once one side is in place the other side needs to be adjusted to get that arm in place. It's a lot, but it's doable. I think next time I would buy one that is not foldable but stackable.
