won't flare up properly - brake system

I had four packs of this stuff - two from here and two direct from Advance Auto. Only one of the straight bubbles is currently fizzing for the double inverted highlight - all others will contract or shrink at the back of the bubble (depending on which flare tool I used). The difference isn't if it's turned or straight, it's not the size - the dimensions are identical and to spec, I've tried hardening and annealing it and it made no difference. What is the difference - I did not understand. I studied it systematically and failed. I used an Eastwood hydraulics (the same tool AGS sells on their website), an Earl hand tool, and a 4LifeTime Brakes hand tool. I also tried different positions in the stamps. The best bubble seemed to be a millimeter further back in Earl's tool. Clarification - the only straight piece I got that didn't flare had factory bubble ends - the one straight piece I had that flared properly had factory double reversed flare ends which makes sense since they don't flare it properly either could when it was bad.
