Bags are not sealed in paper and plastic

This was my second order of these bags and I have decided to order a larger one. Packages are packed in bags of 100 pieces. The entire package of this order was broken and unsealed. If each pack is unsealed when you open the pack it appears that the entire pack of 100 is unsealed. Of the 500 units ordered, 100 turned out to be defective. What a waste. Now ordered from another manufacturer.
