Wrong screw on drywall anchors
anchors look as ordered but the screws don't have a flat head as advertised. In general, when using a hardware wall anchor or a variety of wall hangings, a barrel head is required for proper attachment to the metal surface. Again, the dowels look good, they just came with the wrong screw.
