You have to tighten the screw to get the pads into the drum and loosen the screw click by click until the drum stops turning when the emergency brake is applied. If the drum spins with brake E on, you have no brakes. Pull the brake several times. Unscrew the screw. Pull the brake several times. Repeat this step until the pads barely fit when the drum is installed and the drum will not rotate when the brake is applied.
