Doesn't swing freely. Poor pens

I don't know maybe there's something wrong with me but mine doesn't open freely. It is also very difficult to insert pins to lock them in place. I've tried loosening all the screws and readjusting everything, but to no avail. I don't think it was done right. i can return it
