Malfunction? Suitable for pacifiers, teethers and teething aids

Is it normal for water to get into the pacifier on the pacifier? I washed them once and they filled up with water/residue. Afraid to give them to my son? Should I return them and try a new brand? Or fit a replacement and hope it's an accident?
