I'm from California - condition of front and rear panels required - and my truck had a badly crushed front end and holes drilled all around. First owner to get it on the bumper. Then I moved to Arizona - the front license plate was not needed and the old front license plate and holder were so damaged I just threw the holder away. Then I went BACK to California and without this screwed in curved metal bracket, also drilled in weird places, there is NO way I could install the faceplate without piercing my entire bumper and other weird choices. That fixed everything. It wasn't easy and I spent ages trying to get it working - it didn't work, but it works, it will fit and solve the problem. BUT my recommendation is; Take this and its parts and your number plate to the dealer. Most people don't know it for some reason, but car dealers put on license plates for free, even if you're there for absolutely nothing and don't even own the right make of car. This eliminates a major annoyance when you're forcing someone to do it for free!
