What's missing is that it doesn't cross the cat's chest, which ALWAYS should be designed in a cat harness. This goes around the cat's neck and around the cat's belly. Very dangerous. Cats and kittens are easily frightened. If they panic and try to flee, they can either choke, causing further panic, and/or easily flee, running faster than the owner can keep up with. Then they face even more dangers, such as being hit by a car or getting lost. I know from experience. If I had realized that this was such a belt, I would not have ordered it. I give 2 stars for the cute leash that comes with it.
