Meets requirements. The screws pictured are not the ones supplied with the mirrors. They sent four short 1/2" sheet metal screws that are too small to work properly. I used sheet metal screws that were longer, about 1 inch, and they worked fine. I pre-drilled a 3/32" starter. hole, and they entered well and firmly. You don't need to insert the bolts all the way into the guide, which is 1" square tubing. The mirror mount is about 1/4" thick so the 1" screw is just right and has enough thread depth to hold it in place. Plastic, so the bolt cuts straight through, making the other side of the rail just a place to snag your hand or clothes. Also, it doesn't create the problem of scratching and rubbing on the windshield.
