Works partially, but should be more powerful. I understand that it is difficult to find a balance between those who really need this device and those cruel people who would go too far, but I think the government is too conservative. It is very directional and appears to have a very narrow beam. The dog's ears should also be pointing towards you and you should do your best to catch the dog before it starts barking. or it is much more difficult than deterrence. As long as I can catch a certain German shepherd running towards me and my dog on our morning walk, he will stand in his path and not bark. However, if she barks a few times, it will still work and calm her down. However, if she recovers and gets angry and begins pacing, making it difficult to aim for her head/ears, this is ineffective. She needs more strength, but I hope that over time she will learn to just leave us alone.
