I am a USA size two or smaller in women's, usually a size 3-5 in USA juniors. I order the extra small and it was very tight. Instead I returned that item and bought the small. It fits much better and worked great for my Halloween costume. The skirt is well made and cute. It is a good length, not ultra short. The buttons do feel very loose which may be on purpose for stretch, but worries me when I put the skirt on.
