Why don't the arms lock in the "down position " the same way as they do in the up position?

First of all the bike carrier is solid and well made. I really like how the mounts swivel to adjust to any angle your bike needs. The clutch locking mechanism works very well. The assembly of the hitch without tools is amazing. The rack has a number of quick-release features. Tilting backwards to access the back of the hat is good. However, a quick release to give up is completely ridiculous. With the strut arms extended this is a really good setup. Everything just falls into place when hands are raised. I love this feature. But. That's why I only gave him 3 runs. When the rack arms are lowered to keep them from protruding, they rattle slightly and swing like wind chimes in a thunderstorm. The levers don't have a second set of holes for some reason to allow them to snap and keep them still when lowered. They rattle and jingle back and forth at the slightest movement of the car. It's such a ridiculous oversight that can be corrected with a simple set of pinholes, like the ones that keep hands in place when in the carry position. I find it hard to believe that this went through any sort of testing or demo and feedback phase without it being repeated over and over again. It's just disappointing to see such a beautiful bike rack with such a glaring design flaw. I have to use a strap or some kind of bungee cord so it doesn't drive me crazy. Otherwise a good solid bike rack.
