Not for cats who are easily scared. I thought my cat would be safe in it. I had excellent coverage of his body, seems securely fastened with wide velcro, velcro and leash holding them together. My cat has become accustomed to this item in the garden with supervision. He got scared and was able to jump out of the harness and run up the tree for 5 hours. It could just be a coincidence. He was really scared but I never thought he could do it because it seemed so safe. But that was my experience. I wouldn't recommend this to anyone, you have a buddy that's easy to scare.
