Chose this set as my first felt set. I thought something like this, monochromatic and featureless, would be a good first project, and I was right. The instructions that came with the kit weren't particularly helpful, so I watched youtube videos instead. My cat ended up not looking like the picture (her paws were bigger, her tail was thicker and I placed her ears slightly differently) and I never got around to putting the plastic whiskers in, but I loved it anyway. I'm not sure I made it the right size as I have plenty of yarn left, but I guess I may use this in another future project. As for whether what's included, I think it technically has everything you need. All you really need for felting is wool, a mat to reduce the risk of needle breakage, and the needles themselves. However, in my opinion, a needle felting pen is useful if you don't want your hands/fingers to be pinched and a finger guard is essential and this kit does not include any of that.
