The more the better.

I have an old Giro Gila helmet that has been used endlessly and has saved me from all the dirt that falls on the road. When the pads became old and worn out from years of wear and tear, I looked for replacement pads on my helmet. From OEM Pads vs Universal Pads, the difference is just a few dollars less than OEM. The OEM pads can only be swapped out in the original locations, while you can strategically place the generic pads anywhere and in a few places. You can pretty much lace up your entire helmet with these pads to protect and increase comfort in areas the OEM doesn't cover. Sommer: Universal pads are slightly cheaper, have the same quality as the original pads and can be placed in more places than the original pads. My choice is universal. In the images shown, the blue pads are the only remaining original pads and all black pads are the universal pads.
