Difficult to assemble without breaking.

I like this train but it is impossible to assemble as shown in the picture, step 21, parts D27, D28, D29 (which broke) and D30 cannot be installed without the rest of the damaging the train. I'm not sure I can put it together and give a general overview of whether it works. I will update when I can.
