They are polarized, ie there must be no voltage on the outer casing of the screw bulb. If you're shocked it's time to grab a socket tester, you may have swapped the hot and neutral parts. Also note that although they are rated at 660 watts if you stick a strong incandescent bulb in and plug it into a ceiling outlet there will be too much heat for a polypropylene body, even phenolic ones can have problems. But there are no problems with LEDs. Also, for a person whose light bulb did not work at dusk, but worked in a regular outlet, check the wiring of your outlet with a tester, it may be the other way around.
