Contents stayed dry when submerged

I bought this to prep my bag and then used it on a day hike. I clipped the dry backpack to the backpack and tried to keep the map handy, but it was dangling in my lap and wobbling a bit. I slipped and fell in the creek (oops), this backpack went straight into the water but my cards stayed dry. Therefore, it was impractical to use this pack in this way (for frequent access to the map during a day hike). Seems like it would be more practical in a stationary situation like hanging in a boat somewhere or something.
