Serves its purpose for baby and toddler toys

I didn't expect that. I assumed that all the cups could be sucked in, giving the effect of water falling between them all, but the blue ring sucks and you then put one cup in at a time. My toddler still loves it so it wasn't a total loss, just wish the picture was a better description.
