Best to keep an eye on your rotors in a drum brake

Apparently the 1999 Wrangler had two different sized rotors. The rotors ran smoothly but when I pushed on the spacer the wheel locked up. I moved the lugs back a bit and that freed the hub. I had to add shims in the rotor to allow it to spin freely. bad plan. This morning I heard a grinding noise and when I checked the rotors they were RUSTY. It's been four weeks since I installed them but they were already covered in rust. I'm going to buy a pair of Bendix 1-1/8" lug rotors. I think they'll fit better. The rest of the kit is pretty good. The drums are always a pain, but anything, and I mean all the parts you need , are here.
