When the water returns, it pushes the cover off the drain cleaning hole and the water flows out freely. The problem is that animals and people bang the lids off the cleaning hole and the hole is left open, catching leaves, dirt and anything that can get into the hole including small animals and snakes. Debris, animals, and snakes that can get into the hole can result in a clogged sewer line and a large water bill. Also, imagine that you lift the lid of the toilet bowl and see the snake looking at you.
