Broken hub + noisy fan

I think I have a broken hub. Fortunately, I can still connect the fan directly to my mobile device. However, I don't have enough RGB port so one of the fans is running without RGB right now. The fan is really loud. Not sure why as some of the comments said to be quiet. Maybe because of my mobo IDK setup. But now I'm thinking about replacing it with another brand.
