Foams but doesn't last long. Definitely not long enough to even get half of the 20 seconds that is the 'new normal'. I'm not happy with the smell either. But it definitely smells like something that kills germs. I'm sure it's better value for money than I rated it, but since I'm going to throw it away I had to find out. I'll try another variety and hope I'm not wasting my money. .
