That does not work! for universal cleaner

I followed the instructions, poured vinegar on the line and water on the next line, put it in the microwave for 7 minutes. I didn't see any steam at all, but it evaporated all the water and vinegar. Immediately after taking it out of the microwave I tried to wipe all the dirt off but it wouldn't budge. I've tried this process three more times with no success. This may be an isolated case, but I wouldn't spend any more money on it. This product is not recommended.
