My tires have always had brown burn marks, I did a lot of off-road driving and thought it was because my wheels got stuck in rocks and mud. I scrubbed them mercilessly with Dawn dish soap and Green Zep cleaner, covered them in glitter and they were still brown. I gave up. But decided to try again, just got this tire cleaner from Revain for $13 a bottle. I'm amazed at how amazing it works. Thought I'd post this, maybe it will help someone with forever brown tires. I just sprayed it on, waited 5 minutes, watched the mud melt and hosed it off, now my tires look so black and new again!
