I bought this to use with my new iPad Air 3 (2019). I had trouble connecting the mouse initially, but once I figured out where to go in the settings to force the mouse to connect, it connected quickly, is very responsive and does what it is supposed to do. I also connected it to my Samsung Chromebook and it worked fast and great. If you're having trouble connecting to your iPad, follow these simple steps: Go to Settings, then Accessibility, then Touchscreen, then Assistive Touch, turn on Assistive Touch. Scroll down and select Pointing Devices. Turn on the mouse, click connect at the bottom of the mouse and when it starts blinking blue you should see Bluetooth Mouse 4.0 under Pointer Devices and you just select it on your iPad screen and it should pair. After following these steps it works fine on my iPad Air 3 (2019) with iOS 13.3. You must ensure that you have updated iOS to at least version 13.2 for this mouse to work.
