I have an XL (size 8-9) for my 2 year old who is otherwise size 22-23 EU (7 US), they are a bit big but I hope they will make it through the winter. And even if they're a bit big now, he won't have any trouble walking in them, and the ankle strap is tight enough to keep him from falling off his leg, but not so tight that he can't. They are easy to put on and he enjoys wearing them, he seems really comfortable. We've had Mocc'ons in the past which we've loved (not available in sizes larger than 24 months) and I'm happy with them. And yes, they look funny too, which doesn't hurt.
