The floors are made of hollow, very light wood. The top shelf has a cardboard base so unfortunately it will not work for our purposes and will be returned. I also received 2 #9 shelves when there should have been 1 #9 and 1 #5. As a result, there is no middle shelf as #9 is much shorter. The holes didn't line up either, but that's easily fixed with a ruler and spirit level. There is also an odd hole in the bottom level metal that absolutely shouldn't be there. For a cheap cart that doesn't need to carry anything heavy this is probably fine, but for those looking for a quality part or heavier items definitely keep looking.
