I needed a 1/4 " drill bit and a torx bit.
Bought for my 1987 FLHTC. Adjusted but had to drill 1/4" holes in the thick plate that goes between the latches and bags and the backpack. (made easy). There is no need to drill any major holes in the travel backpack or panniers themselves. I'll tell you how they hold up later.
