It did what it says on the tin, and it's black if it looks how you want it.
Yes, it's a black pan head machine screw. They work and hold up well but I bought them for the black finish and they are good not great. If you put enough torque on the head, the plating can wear off a bit, so with that in mind, just go for high-torque jobs.
