It's like putting a condom over the filter
The cover is made of microfiber, so to speak. I like that it's slightly larger to fit my Shop Vac 90398 hanging vacuum. It gives me more filter media. It has a nice tight elastic at the hole. This will of course limit absorption somewhat. But so far so good.
