There are a couple of ceiling lights on this site that use this hanging style (which I like), but it seems like a safe buy as Ostwin is a brand you can often find in large hardware stores sees . etc. The lens appears to be better designed/constructed than other 25°-40° lights, but this is just a quick observation and may be fake. The light is pretty basic, the 360° rotation is functional but looks cheap and flimsy, but it still gets stuck (and not because of the cord). A small handle that allows the light to be pulled out at various angles is attached to an insert that screws into the outer lens/LED housing, which slides in and out of the light block and rotates. This is a problem because the insert also holds the lens to the light and presses against the LED. Because the insert only needs a quarter turn to "lock" or unlock it from the light, it's very easy for the user to grab the small handle to pull the gimbal down for a sharper angle or rotation and use to solve environment. This design would really make more sense if you needed to access the LED wand for maintenance, so need easy access, but you'll most likely never need to do that, so it's really just annoying if you don't plan on turning the light around a lot. after installation.
