Big for a 2.5 year old and too short for a 5 year old

So I have a 2.5 year old niece who wants to ride her 5 year old sister's bike. I thought this balance bike would be great for them as the older child is still very nervous about balancing their bike on their own. The youngest niece was so excited, but even on the lowest settings she seemed to have a hard time "walking” with both feet on the bike while sitting in the seat. She almost tiptoes. She is tall for her age. She also didn't like the hard seat and found it uncomfortable. It will probably suit her more when she is 3 years old. The eldest niece wanted to try it, so we put the seat on the maximum contour line. She is of average height for her age, but was too tall to learn how to balance on two wheels. She was uncomfortable walking on it and found it difficult to roll out, even when raising her legs outward (because she can't use the built-in footrest). So we're a little disappointed. (UPDATE: Actually, an older girl can roll in it and has learned to balance fairly well, but she still feels uncomfortable and complains that the seat is uncomfortable. Photos show a 5-year-old girl.) The assembly instructions were a few overflowing Diagrams with brief text instructions on another page. The text did not add anything to the charts. I was about to assemble the bike before my nieces arrived when my father (grandfather) saw what I was doing and took over. He quickly proved that you can't just guess how it should fit together and then, yes, you really have to line up the pieces as shown in the diagram. However, once he started following the pattern, we got stuck on the rudder section. The front wheel goes over the shaft and the handlebars go into the shaft, then put some tape on both to keep things in place. It wasn't until the plastic spacer on the wheel section was removed that enough of the downtube was exposed for this tape to effectively tighten and hold everything in place and align. Now that he's together, he looks tough.
