Clean thoroughly and/or sand with sealant

Worked well. Just remember to screw the cap onto the flange before installation and be careful not to distort the flange out of the plane of the cap during installation. Also make sure to scrub the sealing surface with a coarse wire brush to get a good mechanical bond with the sealant around the perimeter.
