everything looks but not steerable

It is not possible for a small child to ride this bike. First, the pedals are EXTREMELY hard to press. My daughter is very athletic and strong and needs to do her best to pedal. For this reason we had to install training wheels. which was frustrating because she really wouldn't need them. Because she takes too long to pedal and the bike tips over before she even starts spinning. This brings me to my second complaint: the training wheels are too low. I raised them as high as possible but they still touch the ground completely. That means every time it hits a change in road height, its real rear tire will lift off the ground and then just spin. My daughter is 42" and we received a 16" bike according to the size chart. With the seat all the way down she can still barely touch the ground, but we had to raise the handlebars high enough to keep her knees from hitting. The pedals are too high, which adds to the difficulty. We tried to ride it twice and both times she burst into tears. We are very upset about that.
