It seems to work, but it's very nice.
Is it comfortable? Yes. The turtle doesn't try to throw it off with its hind legs compared to an inflatable donut. Will this prevent him from getting to the site of the operation (after castration)? Well, not really, because he's pretty damn flexible. But he looks weird π₯, and that prevents him from reaching. The drawstring is actually more secure than an eco collar attached to the collar (he can detach the collar as his neck is tiny). But the tip is only two fingers thick, so better hold it.
