Odd fit: Swim nappies

I bought 3T for my 24 month old but they don't quite fit him. The pants are large enough, but the elastic is not very elastic and leaves marks on the skin. The crotch area also seems oddly short, so it tends to slide down. It would be perfect if the fit was better, the fabric is great
