When we were building our house I asked the electrician to install some lights in the garage. He recommended them over what I was considering. They take about a minute to reach full brightness but what a great solution. My garage has light everywhere I need to work. They're a little pricey, but they're worth it. I highly recommend. Note, however, that the first time you install the bulb, it will take about 2 minutes for the tube to fully light up. It takes less than a minute to light up from the first use.
