This product should sink and rise with bubbles and water movement. I've had similar ones in the past and adding some salt to the water changes their buoyancy. In general, taking them underwater and shaking them can get rid of air bubbles so they can properly achieve that buoyancy. They never did (and they never solved the salt buoyancy problem), they just floated to the top or sank to the bottom. I think out of the total package maybe one or two will hang around a bit, very disappointing. I had to take them all out, I found them useless. They didn't do anything as advertised except look like a fish.
